In the course of the Committee
sitting it was declared that the Bill (Reg. No4529-1) envisages the increase of
the liability of the citizens, entrepreneurs first of all, for the infringements
of the fire safety rules, non-fulfillment of the instructions, orders and resolutions
of the state fire security service officials and also use of the fire equipment
and fire-extinguishing means not to its purpose trough the increase of the penal
sanctions. At the same time, such a type of the administrative discipline as note
of warning is preserved for the citizens.
Moreover, the Bill envisages the fine rate increase that is imposed as a criminal liability for the infringements of the established by the legislation norms of the fire safety.
